God's plan.
"For I know the plans I have for you," declares the LORD, "plans to prosper you and not to harm you, plans to give you hope and a future."

God certainly plans that way, but that doesn't mean it always works out that way. The Jews, whom God was talking to there, had a pretty painful history despite this.
Nonetheless, we can be confident that God plans for our best and wants what's good for us, even if that includes discomfort along the way. The Bible never guarantees a trouble-free life. It promises that God will always be there, through the good and bad and ugly. Even if all our future plans get destroyed, we should realize that nothing separates us from the love of God that is Christ Jesus our Lord (Romans 8:31-39). I often think Jer. 29:11 is taken too far by Christians to imply that everything will go smoothly, which only sets themselves up for disappointment because the verse doesn't say that and trouble will come.
